what is the Best method to screw down on ceramic tiles

You would need to carefully pre-drill through the tile and depending on what was underneath it - you would need to use and anchor (assuming it’s concrete underneath).

Will these stick to felt?

They are not adhesive type. Can you see the holes at the end of each rectangle? You have to screw them down to wood. I had to remove them because my dogs would not walk up the deck steps on them. They are a heavy grade plastic/ rubbery sort of product, but the little spikes that keep you from failing are too sharp and painful my dogs paws or my bare feet to walk on....
