The kerosene heater is old and has significant corrosion. I checked the batteries, wiring and connections with a meter and everything seemed good up to the igniter. Due to age and corrosion, the voltage is weak at the igniter connection, even after cleaning. I suspect insufficient voltage at the contact to heat the coil. Matches work and are cheap.
