Will one tube be enough for 28 inch hair

I would buy two. I usually go through a third of a tube and I have an undercut and about 4 inches of hair. You might even need 3 depending on thickness and whether or not you plan to dilute it.

Does it come out white at first from the tube

Semi does NOT come out white out of tube. However, permanent does

Why is this twice as expensive as it sells for in stores?

True it is twice as expensive, not sure why. Ask the seller.

Sally's clerk says to mix 20 developer with ion semi permant. box says not to mix - ready to use

No, my Sally clerk said if it's semi-permanent, you DO NOT use developer. In fact, I think it's written on the box as well. That's what makes it "semi-permanent." :) Hope this helps.
