do they send it to you or do they send you a code to redeam it?

They send youi a card with the code on it to redeem it.

When I typed in the code it didn't work, plus I bought 2 of them, and neither of them worked.

I had a similar issue (in my case the 0's and D's could not be differentiated) , but by contacting anet with my proof of purchase and a photo of the illegible code I had a functional code within 36 hours of receiving the gem card.I expect that's why they list the support URL right on the card.

Have the blank cards (no codes) stopped going out? I don' want to buy these until that's fixed.

I ordered mid-January 2018 (seller: Amazon) and everything was fine. The card arrived packaged in a DVD-style plastic case which seemed a little odd at first but I imagine works well for shipping. The code worked fine in game.
