Can you push this up and down in the front of the monitor with your hand?

Yes, it depends on how you set the tension, a very easy thing with the included hex tool. There are "+/-" marks at the mid-arm near the hex screws. Make sure to read the instructions before anything. DO NOT cut the tie strap without caution and get the mount on your wall with monitors attached before you adjust hex tension screws. LArry

I need my 32" monitors 2 or 3 inches off my desk, and right next to each other like a V, will these get that low?

Yes. They slide up and down on the back arm. So they can literally go as low as the surface of your desk or as high as the arm allows.

Can i stack two 32" monitors?

It would depend on the VESA mounting holes locations and distance to the top and bottom edge of each monitor.
