Can you adjust the cold water temperature?

Yes. On the back of the cooler in the upper right hand side there is a hole, it is covered up with a label. You can remove the label or poke through it. You will need a small straight edge screw driver.  Turn it clockwise for colder. Do this is small increments, so the water doesn't freeze.

How difficult is it to remove puncture spike?

You don't have to remove anything. Just turn bottle upside down and it automatically breaks the seal.

Does this cooler have stainless steel reservoir and hot tank?

Yes,  our BY90 floor standing water cooler does have a stainless steel reservoir and hot tank.
